Israel is working to prevent harsher criticism in the report about the settlements and to prevent it mentioning future possible steps by the UN Security Council on the Israeli-Palestinian issue. Members of the Quartet want to release the report before the Paris summit on 30 May so they can control its agenda.

Diplomats say the US will endorse a tougher tone in upcoming Quartet report, taking Israel to task over settlements, demolitions and property seizures on land the Palestinians claim for a future state. Report won't look only at East Jerusalem activity and West Bank settlement construction, but also at Israel’s retrospective legalising of smaller outposts. It will also criticise a growing backlog of housing block approvals. Settler numbers have grown from 1,500 in West Bank and 8,500 in East Jerusalem in 1972 to about 370,000 in the West Bank and 200,000 in East Jerusalem today.
