The decision’s timing and the perceived motives behind it have lit warning lights in Israeli Arab society. The fear is that under the current right-wing government, and in a public atmosphere that encourages anti-Arab incitement, this is only a first step against Arab Israelis as a whole. This is a highly unusual move and there are only two precedents. In the early 1960s, a similar step targeted the Arab Al-Ard movement, and in 1994 the government declared the Jewish Kach and Kahane Chai movements terror organisations, thus banning them. This tool has been very rarely used and with good reason.
