Olmert’s 2008 offer was for Israel to keep 69 settlements [i.e. not 'major blocs'  which are often misleadingly referred to as if they have already been precisely defined and agreed] in 6.3% of West Bank [i.e. much more than the 2% constructed area that is often misleadingly mentioned without reference to connected open spaces, roads, security zones, agricultural land etc] in exchange for Israeli land equivalent to 5.8% plus Gaza-West Bank tunnel to make up the 0.5% balance; to withdraw from Arab neighbourhoods of East Jerusalem and 5 nation committee to oversee Holy Basin/Old City (Saudi Arabia, Jordan, Palestine, USA, Israel); Israel to withdraw from Jordan Valley, Palestine to be demilitarized and no military alliances; return of 5,000 refugees over 5 years, negotiated compensation for others.
