Contradicting express government instruction, Civil Administration, World Zionist Organisation Settlement Division and other entities allocated private Palestinian land in Jordan Valley to settler farmers in the 1980s. Plia Albeck, Director of the Civil Department in the State Prosecutor’s Office: “All these entities knowingly acted in total contradiction of the government decision, in contradiction of the procedures and orders that had been decided on, and while concealing their activities from the legal authorities in the Justice Ministry and the defence establishment.”
