In minutes of meeting in then defence minister Moshe Dayan’s office, top Israeli officials discussed how to violate international law in building settlement of Kiryat Arba, next to Hebron. Hagit Ofran of Peace Now Settlement Watch says tricks are still being used to expand settlements today, albeit of different kinds.
