Proposed legislation that would stigmatise NGOs that receive funding from overseas reflects the kind of tactic that Russia and China have employed to squelch dissent and is not in keeping with Israel’s core values as a democratic state.

Funding sources and transparency for nine associations identified with the Israeli Right Wing - Ilan Sheizaf - Peace Now report, September 2015
Only 1.7% of all donations received by the associations investigated was fully transparent. 4.5% was semi-transparent (last donor at the end of a chain disclosed but not possible to identify the real donors of the funds being transmitted through it). 94% of all donations received by the investigated associations were not transparent. The associations investigated included Regavim and NGO Monitor. Most of the right-wing associations investigated have supported the further so-called transparency law that would apply only to predominantly left-wing NGOs funded by foreign governments. [A main proponent of the new law, MK Bezalel Smotrich (Habayit Hayehudi), is recorded at page 17 of the report as the highest paid employee of Regavim.]
