ALISON KAPLAN SOMMER: Herzog’s centrist, soft-spoken, “no drama” persona has sometimes felt out of place on Israel’s stormy and fractured political battlefield. His unwillingness to draw blood in pitched power struggles has often frustrated his political allies, who labelled him a charisma-deprived bore.

But at this particular moment, he may be exactly what Israel needs.
