Terror plot to kill hundreds of Arab Israelis thwarted

A maths professor has been arrested after planning an attack to drive Palestinians out of Israel. Arab citizens say it is a direct outcome of government incitement

A maths professor from Bar Ilan University has been arrested for planning a massive terror attack against Israel's Arab citizens, with the aim of killing at least 600 Arab Israelis, including children.

Shahar Nevo planned simultaneous attacks at 12 sites inside Israel, East Jerusalem and the West Bank “to cause their flight and expulsion to Jordan, Lebanon and the Gaza Strip,” according to an indictment filed on Monday. Nevo’s plan specified that 600-700 people should be killed to fuel this exodus and that no children should be spared during the assaults. He had spent more than three years working on the plan and had “carried out a great deal of varied preparatory work”.

During a court hearing earlier this week, Nevo said that his attorney suggested to him that he act a bit crazy to try and lighten his eventual sentence, but that he rejected the idea. “I am completely competent, and I stand behind my actions,” he said.

From incitement to action

Arab leaders say Nevo's plan translated into action the anti-Arab incitement of the government and its supporters.

“Incitement doesn’t end with incitement. It moves on to criminal actions against citizens. The lecturer merely translated what was [said] among the politicians and in the media into action,” said Jamal Zahalka, chair of the Higher Follow Up Committee, the coordinating body for Arab leaders in Israel.

Zahalka says the committee will try to convince the international community to press Israel over alleged incitement “so the government will see there is interest in this and it can’t keep acting in the dark.”

Nevo’s is not a lone gunman story like Baruch Goldstein’s massacre of 29 Palestinians at mosque prayers in Hebron in 1994. Other right-wing extremists, including Knesset candidate Moshe Feiglin, had at least some knowledge of the plan, called “The People will carry out Transfer”.

Hamas’s October 7, 2023 attack, in which about 1,200 Israelis were killed, and an earlier round with Hamas that included bloodshed in mixed Arab-Jewish cities inside Israel allegedly motivated Nevo. He advanced the transfer plan through what the indictment said were attempts to win over “former security forces personnel, media figures, academics and additional public activists” whom he met.

The past four years of far-right rule in Israel have been harsh for its Arab citizens, facing heightened racism after October 7, including during the current election campaign where Arab parties are being shunned as future coalition partners by all but one of the opposition parties, the democrats.

Attitudes towards Gaza support the idea of ethnic cleansing, euphemistically termed “voluntary transfer”, touted by leading politicians such as defense minister Israel Katz. A poll taken in August 2025 by the Hebrew University’s ACHORD Center showed that nearly two-thirds of Israeli Jewish respondents believe there are no innocent people in Gaza.

Arab citizens of Israel have seen their fellow Palestinians in the Gaza Strip subjected to alleged war crimes that they consider to be genocide, watched as government-backed settlers attack West Bank Palestinians in keeping with minister Bezalel Smotrich’s plan to clear most of that territory of Arabs, and live in fear within their own towns as the murder rate by organised crime groups soars due to what they see as deliberate police neglect.

Calls for a wide security probe

The Nevo charges are being handled as a police investigation but Arab leaders say a more wide-ranging Shin Bet probe, as happens in cases of Palestinian terrorism.

“They are minimising the issue and trying to blame only one man,” says Zahalka.

Nevo was only apprehended last month after his attempts to recruit far-right Knesset candidate Moshe Feiglin to play a leading role in his plan were dismissed, and he responded by trying to extort Feiglin.

Feiglin’s Zehut party complained to the police about the blackmail attempt, leading to his arrest.

According to sources quoted in Haaretz, the Shin Bet declined to investigate Nevo and instead transferred the case to police after briefly questioning him.

The Shin Bet’s refusal to handle the case was sharply criticised by Yair Golan, head of the Democrats party: “The fact that the Shin Bet doesn’t investigate constitutes security recklessness and dereliction of its duty. It is essential to clarify fully who is behind this plan, who knew about it and whether we are speaking about a single person or a wider network,” Golan wrote on social media. He linked the Shin Bet’s departure from past practice to the appointment last year of David Zini, a far-right Netanyahu loyalist, as Shin Bet chief.

Dvir Kariv, a retired Shin Bet official, also voiced dismay that the investigation was not being conducted by the Shin Bet, terming the agency’s decision not to take it up “unfathomable and wrong.”

Kariv told Nazareth’s Radio Nas during an interview Tuesday that a “thorough and deep” investigation is required that can only be done by the Shin Bet. “A bank robbery or something criminal is the police. A terrorist attack is the Shin Bet’s responsibility,” he said.

Kariv added that the main questions include: “Did he get support from outside?” and “Who sent him?”

“The moment you find nationalist intentions, the Shin Bet must investigate, and if it doesn’t do so it might as well not exist.”

Zahalka said the goal of the planned atrocities-population transfer is exactly the same goal that Israeli ministers Yisrael Katz and Bezalel Smotrich have referred to with regard to Palestinians in Gaza. “They call for transfer, and the goal of the Bar Ilan lecturer is to transfer as a result of mass killing. He sees what the government of Israel has done in Gaza and says it’s possible to do similar things.”

Hassan Jabareen, director of Adalah-The Legal Center for Arab Minority Rights in Israel, said the case and the soaring organised crime murders in Arab locales show “not only that Palestinian citizens’ lives don’t matter but that there is also a policy against the lives of the Palestinian citizens of Israel”.

“The indictment says he spoke with many people. Where are those many people? Why were they not arrested? Why were they not indicted?” Jabareen asked.
